This is the part that catches people out. Submitting an application, paying the fee, and attending biometrics gives you a receipt, not a visa. You need the issued visa in hand before you can travel to that country, and airlines will not board you on a receipt.
Never book non-refundable flights around a hoped-for approval date. Processing times published by consulates are estimates, and individual cases go to extra checks for reasons nobody explains.
The passport is the real constraint
Most consulates keep your passport from submission until the decision. With no passport, other international travel is off the table too, even to places you could normally enter freely.
If you hold two passports as a dual citizen, you may be able to travel on the second one while the first is at the consulate. Check that this is acceptable to both countries before relying on it.
Asking for your passport back
Some consulates and visa centres offer a passport return service for urgent or unforeseen travel. Others treat withdrawal as ending the application, meaning you pay and apply again.
Contact the visa centre and ask specifically what happens to your application if the passport is returned. Get the answer in writing if you can, and only then decide.
